Prominent local Tory Liz Townsend resigns from the Conservative Party.

Cllr Townsend – Waverley Borough Councillor for Cranleigh and  Chairman of its  Parish Council has today announced her resignation from the Conservative Party.

Waverley Borough and Cranleigh Parish Cllr Liz Townsend is now hand-in-hand with former MP Anne Milton in their efforts to put ~an Independent MP for the Guildford & Villages into the seat at the General Election. 

It has been obvious to anyone who watches the Waverley Borough Council meetings on its webcast – sad souls that a handful of us residents are! That Cllr Elizabeth Townsend has become an increasingly independent thinker – and doer. 

Like many councillors before her – her politics came with a small p – but her Dogged Determination to serve Waverley, and in particular Cranleigh residents,  – came with a BIG D. Which sometimes took her out-of-step with Tory colleagues. Particularly with her concerns for the environment.

 Although seemingly overlooked and undervalued by some of her own Waverley Conservative colleagues, she is highly regarded by the public and her colleagues in all the other parties. Cast your minds back to a time when Tory-controlled Waverley refused to allow her to join the influential Joint Planning Committee.  A committee faced with major applications – including Dunsfold Park Garden Village a 2,600 home – development that would have a major impact on Cranleigh and its services.

So it came as no surprise to us, here at the Waverley Web that Cllr Liz Townsend has resigned to-day from the Guildford & Villages Con Assoc – to become, what perhaps she always has been – an INDEPENDENT. 

As Chairman of the parish council,  she single-handedly masterminded Cranleigh’s Neighbourhood Plan – a feat of enormous and time-consuming proportions, as it maps out Cranleigh’s future and underpins Waverley’s Local Plan.

She has fought tirelessly for the people of Cranleigh and beyond, cares passionately about the environment, and the effect development is having on the character of the countryside both on her own patch and on the areas of Godalming, Haslemere and ours here in Farnham. nobody shows more frustration at the loss of habitat, loss of ancient woodland, hedgerows, and TPO covered trees than Cllr Townsend. She has shown herself to represent our beleaguered town of Farnham with exactly the same fervour as her own area. There is nothing parochial in her fight for what is right for the people of Waverley. But faced with a choice of what is right for the country has prompted a once committed Tory to hand in her card.

So let’s all hope that the new Coalition Alliance that is now running ‘Your Waverley’ will recognise her immense skills, and reward her courageous stand – with more responsibility for shaping our borough over the next four years. Because there is little doubt, Waverley’s Tory Group has lost one of its best assets. We wonder what Cllr Potts will have to say now her ranks are being depleted further? Watch this space.

Want to learn more about the Tory’s chosen one – Angela Richardson?

And when we say we want to know a little bit about them, we’re not referring to the spiel that the candidate and their team are busy spinning.  Oh no!  We’re talking about going the extra mile – as all good cleaners and forensic investigators do – and pulling out the sofa to see what’s lurking behind and beneath it!

And this is what our small cluster of spiders have found in their search for more information about “Offshore” Angela Richardson, the Conservative candidate for Guildford & Villages, who wants to fill Anne Milton’s shoes!

As it happens, there wasn’t much dust under Mrs Richardson’s sofa — but something potentially unpleasant was lurking under a stone in her husband’s rockery?

According to our Cranleigh Cluster, in 2009 Mr Angela Richardson – AKA Jeremy Bruce Richardson – became a member of an outfit called ‘Keepstone’, a Limited Liability Partnership (LLP) formed to invest in creative selling, e.g. “of rights to a song or idea for a book.”

Under said scheme, members – like Mr Richardson – “invested” significant sums of money – much of it borrowed from Banks (not that we’re suggesting Mr Richardson had to borrow, we’ve no idea how healthy or otherwise his bank account is) – in the hope of “significant benefit.”

At the time, Limited Liability Partnerships were a popular tool for wealthy individuals – such as Gary Barlow and Chris Moyles (more of whom later) – to, well, not to put too fine a point on it, to dodge tax!  That was until HMRC won a few high profile court cases against them – referred to as  “Icebreaker” cases!

To cut a long story short and for those who don’t have the time or inclination to follow the link above, over their morning coffee, the Courts found in favour of HMRC who claimed the schemes where designed purely for tax avoidance purposes with most, if not all, of the ventures unlikely ever to make a profit!

In Keepstone’s case, the Limited Liability Partnership was formed in October 2006 and, therefore, one would normally expect the first financial year to end in October 2007. However, for some reason, this latter date was subsequently changed to 5 April 2007, which just happened to coincide with the end of the 2006/7 tax year. Well, it would, wouldn’t it?!

According to our researchers, Jeremy Bruce Richardson – AKA Mr Angela Richardson – was a partner in a Limited Liability Partnership (LLP) called “Keepstone LLP” https://opencorporates.com/officers/194721384.

Mr Richardson’s involvement in Keepstone ended in 2015 – the year after the HMRC “Icebreaker” Court judgements.  Quelle surprise!

Are we being a tad mean?  After all, Mr Richardson might have been as gullible as Messrs Barlow and Moyles claim they were.  And, by way of explanation, he might also claim, as they did, that he didn’t really understand what he was investing in, he just did what his accountants and financial advisors recommended …

Trouble is, unlike Messrs Barlow and Moyles, Mr Richardson was married to Angela, whose CV (see below) reads like that of a woman who knows her way around a balance sheet and a tax return:

We can’t help feeling that given Mrs Richardson’s former profession she would – or should – have recognised a tax dodge when her husband stepped – or stumbled – into one!

As we continued our search it appears  Angela ran something called “Winnard Limited” from 2002-05. For we know not what? The industry code for Winnard say Industry Codes 80.42: Adult and other education.https://opencorporates.com/companies/gb/04423277

Looking at her husband’s page here https://opencorporates.com/officers/40022688 we can see the sidebar with “Similarly named officers” which shows a couple of other companies. We can only really match on names because that’s all that Companies House can give us (they don’t make any attempt to prove identity or match officers to a particular person).

One way to tell whether an LLP was probably used for this purpose is to look at the list of partners. In the case of Keep stone LLP, we can see a reference to “Lothbury Finance Ltd.”. This is the same “Lothbury Finance” which is called out in paragraph 47 of this judgement https://www.wilberforce.co.uk/wp-content/uploads/2014/10/2014-UKFT-416-TC.pdf where HMRC is pursuing a bunch of related LLPs for their attempt to dodge tax.

Having schlepped around the country from Canterbury to Totnes – Ewhurst resident, Angela Richardson whose most important achievement to date has been to campaign to keep Cranleigh public lavatories open all hours is now flushed with her latest success.

Last night Thursday the New Zealander was endorsed by the Guildford & villages branch of the Conservative Party as the chosen-one to oppose her erstwhile colleague and former MP Anne Milton. Ms Milton announced this week she will stand as Independent.

Waverley Web Wonders who will fill her parish council stilettoes now? Or, was it as everyone believed, that Cranleigh Parish Council merely a stepping-stone onto bigger things.  With the Conservative vote now splitting in all directions – could Guildford find itself in Lib-Dem territory again. Because Zoe Franklin has been out and about long-since campaigning to turn Guildford a brighter shade of yellow. Could she now follow in the footsteps of the highly respected former Guildford MP Lib Dem Sue Doughty?

Will Anne Milton still hold the whip hand in Guildford & villages?

Anne Milton is now – whipless, party-less, and with former Tory Waverley Councillors like these, who needs enemies?!

Since 2005-Anne Milton has represented the people of Guildford, Cranleigh & Ewhurst as their MP.  But as the local branch memberships prepare to cast their votes tonight Thursday, it is in the knowledge that the Tory vote has been split asunder by a woman, who herself, held the Deputy Chief Whip’s position in Parliament.  

Although a highly respected, hardworking, and in the most part successful MP, she may find some opposition to her decision, having made one crucial mistake in the eastern villages.

It was Ms Milton, along with SW Surrey MP Jeremy Hunt  – who together urged Secretary of State Sajid Javid, to call in the Dunsfold Aerodrome planning application. A delay, which having been approved by ‘Your Waverley’ and the S of S, then prompted a Judicial Review, by the objectors she backed.  Although also agreed by the High Court last year, it robbed Waverley of more than 500 homes, a pivotal component of its Local Plan and precipitated the loss of even more of the borough’s countryside to other eager developers. 

However, she did redeem herself in part, by her efforts to turn the spotlight on flooding problems in both Alfold and in Cranleigh. She chairing regular Flood Forums, regularly taking on the Environment Agency and Thames Water and holding all the statutory agencies to account.  Sources close to Ms Milton say she has become increasingly frustrated by party politics in recent years but is eager to continue to represent the people on whose behalf she has worked tirelessly for 24 years.

 So let the battle begin? All that remains is filling in the black holes?

Guildford Conservative Association and all the branch’s of the Tory tree will be gearing up over the coming weekend to choose the candidate for the ‘once-safe’ Guildford and eastern villages seat.

While some wannabe Tory candidates are getting up close to Boris, MP Anne Milton is fighting in Parliament to ensure all those extant planning permissions for housing on her patch are built-out.

She asked Secretary of State for Housing Minister Esther McVay to “do something” to force developers to build much-needed homes, instead of surrounding sites with hoardings. She says while there is a requirement on developers to begin building within a set period from the granting of planning permission, there is no equivalent requirement to finish what they start, let alone a deadline to do so.  This leads to building land left abandoned and unused, housing completions lagging behind housing need, and leaving people without homes.

It was business as usual for one of the finest, hardworking and most respected constituency MP’s Guildford, Ewhurst and Cranleigh have ever had.  She told a Westminster Hall debate this week that:

“Local authorities simply do not possess enough tools to force the hand of [property] developers,” Ms Milton had requested the debate on Building Out Extant Planning Permissions to express her frustration that slow progress by developers meant many sites with planning permission were left undeveloped while people suffered from housing shortages”.

“We need houses that people can afford in areas such as Guildford and Cranleigh, where prices are eye-wateringly high (the average house price in Guildford is more than £550,000), and get the socially rented homes we also need.

“But it sometimes feels as if successive governments are simply unwilling to do anything that will upset the developers’ apple cart.”

 

Ms McVey said: “When we talk about the number of homes coming forward, we all agree there have been many decades of not building enough. Demand has outstripped supply for many years. In the past year, more than 220,000 homes have been built, more than in all but one of the past 31 years.

“We need to do more, and more is being done, but a significant amount has been done already. We are going in the right direction. The government are putting another £44 billion into home-building.

“What we are doing is bringing forward an accelerated planning Green Paper. There will be not just a single solution that ensures that developers build-out there will be an array of solutions, using both carrot and stick approaches. Those methods will be set out in our new Green Paper, which is coming

Has Surrey CC leader candidate Dr Andrew Povey taken his plans for global domination too far?

Since managing to persuade The Guildford Conservative Association that he should re-enter local politics once more  – Dr Andrew Povey has done pretty much s** all for the people of Ewhurst & Cranleigh.  But then that wasn’t his reason for going back, was it?

He had a score to settle with David Hodge, for daring to jump into the seat he left after receiving a Vote of No Confidence from his Tory colleagues. And, don’t let him fool you that the vote wasn’t official! since when did Tory’s wash their dirty linen in public? The Tory group had been working behind the scenes for months to get rid of their Little Povey. He, of course, thought otherwise saying, Deputy Hodge had resigned because they were  “seeing things differently.” Now with a score to settle, MLP – wants to grab his badge back.mylittlepovey2

Now, Dr Povey is claiming that “Overall life will be better for the people of Surrey.” Presumably meaning – under his control?

 The people of Cranleigh & Ewhurst sent him back to County Towers because among other things, he pledged he would prevent the onward march of developers? Did he? NO! He told them he would protect their local services – did he NO! Children’s centres closing, the Cranleigh dump reduced hours and up for closure.? What did he – almost – succeed in doing when he was the leader?

Almost succeeded in putting in parking meters in every town and village street in Surrey. And, it is believed, he bought thousands of meters and it cost the county council a shedload of money. Though the figure was never revealed – so another bit of dirty washing that didn’t get hung out on the public line?

Still, fear not readers. There are plenty of other contenders for the Head Honcho at SCC – or so we hear.

Here’s a little run down – if you want to pop down to Bet Fred. Be Quick. We are putting our money on Tim Oliver – however, don’t put a heavy bet on – the WW has never won an argument yet!

Is Guildford Conservative​ Association the latest breeding ground for developers?

It’s no secret that Conservative Waverley Borough Councillors the Cranleigh’s Stennett duo was the first to leap onto the developers’ bandwagon trousering a few bob for their contribution toward helping to solve the borough’s housing problems – and in the green belt too!

Despite planning officers strongly recommending refusal – Councillors Stennett’s colleagues leapt at the opportunity to breach the green belt in Guildford Road, Cranleigh and grant consent. 

One agreed – more to go?

 Then along comes former Conservative Surrey Councillor Alan Young snaffling up a property in Mapledrakes Road, Ewhurst, which he’s presently sitting on, keeping nicely warm and hoping to hatch another shedload of housing soon now that the trees have been felled? Oops did we forget, the property was purchased from a Ewhurst parish councillor, who threatened to sue the Waverley Web, after “a friend” informed us that it had been owned by the PC’s late father not him personally !!

More to come?

Thankfully Cllr Young was found out in more ways than one by the Conservative Association, and the Tories dumped him for Andrew Povey. (Well! the less said about him the better.) Both are currently a complete embarrassment to Ewhurst/Cranleigh and the latter is now chairman of the Cranleigh Conservative Association.

Now the former Guildford Cons Treasurer, John Beckwith-Smith Councillor Young’s business partner, has pitched in with his scheme to build 53 homes at Windacres Farm, in Cox Green, which is on the Surrey/ Sussex border but within the Waverley borough. On the West side of Cox Green Planning Application: WA/2018/1109

As you will see Surrey County Council is perfectly happy to trouser £160,206 for early years schooling and £35,672 for Primary Schooling – ALL IN “POOR OLD CRANLEIGH!”

However, it is slightly more circumspect about Secondary Education saying – there is plenty of Capacity at Glebelands.

Just across the other side of Cox Green another Conservative Councillor – one Horsham Councillor John Bailey or (JCB) as he is known locally wants to build a further 57 on his farmland.

Ewhurst PC meeting has discussed the scheme and agreed to object, but its Waverley councillor (Con) Val Henry has already pinned her colours to JBC’s coat-tails saying she will support the application! No surprise there then!!

A difficult and potentially very unfair situation has now arisen in nearby Rudgwick. In the normal course of events, as Horsham District Council is the authority that determines planning applications you would expect that (JCB) the Cllr for Rudgwick Ward would be actively engaged in lobbying to help his constituents – 57 letters of objection have already been racked up but sadly  not possible as the applicant is its very own Horsham (JCB) district councillor!!

Instead it would appear although Conservative Cllr John Bailey claims quite correctly in his planning application for houses at Cox Green that his land there has not been farmed, except for haymaking (and the steam show),  that he has begun ploughing the land with a view to becoming the smallest arable farmer in England and to keep a few cattle for the first time in memory (years ago the Bailey business was local milk delivery). Might this have something to do with justifying his large barn?

So, in other words, Rudgwick & Cox Green have effectively, no representation on HDC or WBC to speak on their behalf.

And … there could be more homes in just one of the two developments than there are now in the whole of Cox Green (both in Sussex and Surrey).

 

Is this man a Waverley Borough Councillor?

At last… a man with integrity stands up to be counted – OUT – of the Guildford Conservative Association, which is presently selecting candidates for both Guildford and parts of Waverley to fight the next council elections.

How about a few of ‘Your Waverley’s’ disenchanted, disillusioned, and disengaged councillors becoming Independents and standing up for the people they are elected to represent? In fact, why don’t they all turn their backs on party politics, which are now rearing their heads from the grassroots up? Even parish councils are a hotbed of political wranglings, with some having political group meetings before their open business meetings. In Cranleigh, Parish Councillor Angela Richardson, the newly appointed Deputy Chairman of the Guildford Conservative Association, makes no secret of her political ambitions to go to Westminster!

Do they really want to represent people or are our politicians after personal ego and power?

There we were thinking that  Cranleigh & Ewhurst’s Surrey County Councillor Andrew Povey had gone missing so we put out the WANTED poster on the link below.

as Councillor Andrew Povey – attempts to scratch the eyeballs out of the bloke who snatched the Leader’s mantle from him after the 2011 coup when the Deputy Dog. Bodge and his fellow Tory Tossers took a Vote of No Confidence in him and forced him to resign!

Following his resignation, his immortal words still ring in our ears! He said:

“I came to a crossroads in my life.”

It wasn’t a crossroads you arrived at Councillor ~Povey – it was the end of the road, for one of the most ambitious, unscrupulous, double-dealing, opportunist politicians, it has been our misfortune to come across! And, because Guildford Conservative Association scraped the bottom of the barrel and persuaded the voting fodder of Cranleigh & Ewhurst to put you right back where they believed you belonged, claiming  you were a better bet than your running mate Alan Young, you can now continue your long-held ambition to…

Councillor Andrew Povey:

The former leader of Surrey County Council (SCC) criticised the current leader David Hodge, over financial difficulties SCC now face as a result of a  £100 million funding crisis, council tax set to increase by 6%, cuts of £66 million and the council forced to dip into its reserves. Dr  Povey, who led SCC until 2011 said: “They [SCC] had a report from CIPFA, a professional institute for accountants, … in September 2016, and at that time the leader was very much pushing the idea of a 15% [council tax rise] referendum in Surrey, which was really a complete non-starter and this report told him that in history no one has ever won a referendum like this… and that there was an absence of any credible cost reduction plan.
“So in September 2016 that’s when he [Hodge] should have started to make savings because those savings would then have been made in 2016, they would have continued through into ’17 and ’18 so we would now be in a much better position than we are…”

Cllr David Hodge – v- Povey.
Povey and Hodge fell out in 2011. Povey resigned following the resignation of Hodge, his deputy at the time, and Hodge took over as the leader.
At the time Povey said: “It is my intention to stand down as leader of Surrey County Council… so I can develop my business interests.” He also said “It got to the point where we were seeing things differently… we have a different style, are very different people – that can be a strength, but I think it got to the point where it was going the other way.”
Andrew Povey also stood down as a councillor but, after a four-year break, made a surprising comeback in last year’s county council election when, with the approval of Anne Milton MP, he stood as the Conservative candidate for the Cranleigh & Ewhurst division, following the controversial deselection of the incumbent, Alan Young. Since then the local Cranleigh/Ewhurst branch has been in complete disarray with Anne Milton’s new lady-in-waiting Screen Shot 2018-02-21 at 14.54.10.pngalso working tirelessly behind the scenes to unseat the present Chairman of  Cranleigh Parish Council – Mary Foryszewski, and to take her seat at Waverley in 2019!
Now, some observers are questioning whether Povey’s public criticism of his leader too, is the first sign of a new leadership bid.

Cllr Hazel Watson, the leader of the Liberal Democrats, said yesterday: “I am pleased that Cllr Povey agrees with what the Liberal Democrats and I have been saying about Surrey County Council’s finances over the last 18 months.
“He is right to draw attention to the criticisms of the county council contained within CIPFA’s report Financial Resilience Review – Surrey County Council. This report was commissioned by the current leader of the council and was kept hidden from county councillors for months.
“He is correct in his judgment of the folly of the leader in pursuing a doomed policy of a 15% council tax rise which was subsequently abandoned. The CIPFA report clearly stated that such a referendum was unwinnable but the leader of the council refused to act on their advice.
“Instead of blaming the government for lack of funding and backing an unwinnable referendum, the Conservative administration should have been working on identifying sensible efficiencies and a realistic level of deliverable savings without cutting services. It should also have acted much earlier on the many empty buildings it owns across the county, which have cost the taxpayer hundreds of thousands of pounds each year to maintain.
“Surrey County Council is in a poor financial position with no clear plan to improve the situation. Unless a solution is found, then we only have to look to Northamptonshire County Council to see the consequences of when the money eventually runs out.”

No doubt The Surrey Ad has swopped its allegiance now its usual Kodak Kid  has been ditched in four of its NBF (New best friend) – Kodak Povey!

Sadly the new broom many over there in the East had hoped would sweep County Hall clean and restore faith in local politics – Phillip Townsend – has not been selected to stand. No! we hear you cry! NO, surely it cannot be?

Here you have Andrew Povey – disgraced former `leader of Surrey County Council, who with a knockout blow, beat off the competition.

It really is quite extraordinary that with a population of over 300 hundred million people the USA could only dredge up two totally unsuitable people to compete for the Presidency – Clinton and Trump?

Likewise, in the whole of Eastern Waverley – with a population of 12/13,000 soon to be nearer 20,000! – the Tory Tossers were reduced to sending in the disgraced former leader Gotta-pick-a-pocket-or-two-or-three – none other than Dr (as he likes to be known!) Andrew Povey.

Want to read more about the disgraced former Leader of Surrey County Council, whose colleagues took a vote of no confidence in him, and yet is now predicted to be Surrey County Council’s very own Comeback Kid? Bet David Hodge & Co can hardly wait?!?! Even some of them will be registering in Cranleigh and voting UKIP!

The man pictured above by our own staff photographer,  is the very same man who introduced Politics with a great big capital P into the village council chamber over 20 years ago, abandoned it for his race up Surrey County Council’s greasy pole, reaching the top only to slide down it faster than Usain Bolt on speed !
