Twice in a matter of just a few months, Surrey County Council has objected to two Waverley planning applications on highway grounds.
The very same engineers that normally have their heads stuck up their ars** where it is dark and warm doing their desk exercises have awoken and blinked for once.
OBJECTION ONE. Which might not be causing quite such consternation to some as OBJECTION No 2 The Royal School in Hindhead.?

An application by Peker Holdings the owners of the Wildwood Golf Club – to access a proposed new car park on Horsham Road at Alfold. Why they would want another car park when they have two car parks that could accommodate six or seven hundred cars is quite beyond us! But no doubt, the Peker’s who have given most of the wildlife the boot, including the wood-pekers have other cunning plans that someone might tell us about?

It has not been demonstrated to the satisfaction of the County Highway Authority that safe and suitable access can be provided from the site onto Horsham Road (A281). The proposal would therefore have an unacceptable impact on highway safety, contrary to Policy ST1 of Waverley Borough Council’s Local Plan 2018 and the National Planning Policy Framework 2021.
It has not been demonstrated that the number of parking spaces proposed is sufficient to accommodate the demand from golf course users. Any overspill parking onto Horsham Road would have an unacceptable impact on highway safety, contrary to Policy ST1 of Waverley Borough Council’s Local Plan 2018 and the National Planning Policy Framework 2021. 3. It has not been demonstrated to the satisfaction of the Highway Authority how future access to the golf course would provide opportunities to travel by sustainable modes of travel, given the remote location of the proposed site access where there are no footways or street lighting, contrary to Policy ST1 of Waverley Borough Council’s Local Plan 2018 and the National Planning Policy
Objection No 2. comes from the same highwaymen in respect of the Royal School at Hindhead. Oh, dear!

Refusal Reasons:
1. It has not been demonstrated to the satisfaction of the Highway Authority that sufficient information has been submitted to determine the implications of the proposals on the highway network. The proposed development is therefore contrary to Policy ST1 of Waverley Borough Council’s Local Plan 2018 and Section 9 of the National Planning Policy Framework 2021.
2. It has not been demonstrated to the satisfaction of the Highway Authority that the proposed cap on vehicular movements to/from the site can be enforced nor has the safety implications of the increase in vehicle movements and how this will be mitigated been demonstrated. The proposed development is therefore contrary to Policy ST1 of Waverley Borough Council’s Local Plan 2018 and Section 9 of the National Planning Policy Framework 2021.
Objection 2 is related to the Royal School on Farnham Lane in Haslemere, which is different to the Royal Junior School site in Hindhead (though the objection has implications for both sites).
