We have copied this notification verbatim including the mistake that it is “because of responses to The Royal Borough of Windsor and Maidenhead Borough Local Plan!”

Dear Representor,

I am contacting you as a duly made representor to the Waverley Local Plan Examination i.e., you submitted comments to the Regulation 19 and/or Regulation 19 addendum consultation on the Pre-Submission Local Plan. 

The Inspector
The Secretary of State has appointed an independent inspector, G J Fort BA PgDip LLM MCD MRTPI to conduct the Examination of the Plan.  

Programme Officer Role  
I have been appointed as the independent Programme Officer working under the Inspector’s direction. I am responsible for managing the day to day arrangements of the Examination, dealing with all correspondence on the Inspector’s behalf and acting as the first point of call for all communication between the Inspector, the Council and all other parties.

Hearings & Inspector’s Documents 
Dates have now been set for hearings for Waverley Local Plan Part 2 Examination in Public. Details on the hearings can be found on the Examination Webpage. The hearings will be held both physically and virtually, using Zoom, essentially this is a hybrid approach.  The Inspector, Council and Programme Officer will be in the Council Chamber and participants have the choice if they wish to attend in person or Virtually.

The hearings will commence at 10 am on Tuesday 12th July 2022, and close on Thursday 21st July 2022.  There are contingency days scheduled for Tuesday 6th and Wednesday 7th September 2022. 

The Inspector has published a set of Matters, Issues and Questions for the Council. The Inspector has also published a Guidance Note and a provisional hearing programme. Please read through the guidance note carefully and let me know if you have any questions.  The Inspector’s  Matters and Issues will form the basis of the discussions at the hearing sessions.  Please note the deadline of Friday 17th June 2022 for letting me know if you wish to participate in any of the hearing sessions.  When notifying me if you wish to participate in the hearings, please note the following;

  • Indicate which sessions you wish to participate in.
  • Let me know if you wish to participate in person or virtually. 

You can check the hearing programme for the relevant sessions in relation to your regulation 19 representations. Further detailed guidance on participating in virtual hearings will be published shortly. 


Although the Matters, Issues and Questions (MIQs) are for the Council to respond, duly made representors are able to respond also. The deadline for submitting responses to Inspector’s MIQs is Friday 17 June 2022.  Information on submitting statements in response to the Inspector’s MCQs can be found in the Inspector’s Guidance Note.

Public Gallery
The hearings will be live-streamed and recorded for the public gallery.  There will be limited seating in the venue, so we encourage everyone to observe online.  Recordings will stay online for the duration of the examination.  More details on where to watch will be available on the Council’s website closer to the hearings. I will keep everyone updated on this.

Email is the preferred method of communication; it’s cost-effective, traceable and an accepted method for formal communication.  Please add our email address to your address book to ensure future correspondence is received and not sent into your spam or junk folders. Please also note we are GDPR compliant.  My usual working hours are between 9 am and 5.30 pm Monday to Friday, but happy to deal with a reasonable level of queries outside of those times, I understand some people may not have the opportunity to contact me during work hours.  At busy times, there may be a delay in email responses.  If your query is urgent, or you don’t receive a reply, please call me, this also ensures your email has been safely received.

  1. The only thing we can hope for is the the new Legislation for Planning announced Yesterday – will change things – although I am not holding my breath!!

    I think the Tories and Boris need to take a leaf out of the book of the Program “Grand Designs – The Street” – which I watched this evening which shows some of the most innovative New Builds (not talking about the Expensive ones..) but ones from Europe that we SHOULD be manufacturing here in the UK; which enables homes to be factory built and installed in days not months – Environmentally friendly Eco-Builds.

    Come on the Government – Think out of the damn Box and forget the Greedy Developers that DON’T want this and apparently contribute up to 25% of the Conservative Party Donations (Source: BBC News)

    Using this sort of Development for SOCIAL HOUSING that could provide Truly Affordable GOOD homes; would negate the need for Developers to provide “Affordable Homes” (Which are NOT Affordable) and they could simply be asked for a Financial Contribution – In line with what it would cost to build the current Non-Affordable Homes – towards A SOCIAL HOUSING FUND – surely that is a win win for all???

    I am sure there must be someone in Government that could do the Maths and see that it would enable a faster Build-out of Homes that are Really Needed for first time buyers/down-sizers etc and get this Housing Plan moving. Instead they rely on Developers that will always build-out in their “own” timescale – depending on the market forces in place.

  2. As Carole Cockburn predicted LPP2 has been pushed back to Waverley because of numerous questions – mainly around the Royal Schools plans. As it stands the Royal School submitted a transport plan to vary a 106 agreement relating to numbers accessing their site on Farnham Lane. The Highways Agency, quite rightly, found the plans wanting. The Headmistress of the School has gone ahead and signed a deal with Cala Homes and stated the prep school will move in September 2023 – what does she know the we don’t? or did she make these announcements to try and stem the number of kids being withdrawn from the school due to parent’s anxiety as to whether there will actually be a Prep School in the future. No mention is made by the school for the nursery and daycare children which is concerning. I have written to them to get some clarity but have yet to receive a reply.

    1. A new travel plan has been submitted by the school just this week. It has presumably been concocted following discussions with the highways officer this time.
