Could it possibly be because so many Tenants are ringing to complain to “Your Waverley?”

Dare we suggest that the high volume of calls might be due to tenants having a lot to complain about?
Like some tenants having had their windows replaced – with plastic frames, who are now having them replaced again in wood – and “Your Waverley” has to bear the cost … because by the time they recognised the mistake… the builder had gone bust!
